Joe, I have used a concrete cleaner, it is a powder that is sprinkled on a wet concrete surface, scrubbed in a bit, let dry then rinsed off, the grease and oil are lightened, and the mold and green mildew disappeared, but depending on how deep and long they have been there, but the paint does not vanish.
The other chap may be right, and goo-gone, the latex paint remover -may work in spots, it will be pricey and labor intensive, however, and depending on the roughness of the finish, the paint may or may not release. Sun and weather will cause the paint to practically petrify in place sometimes!
I've used several concrete cleaners and the best one I found at a Garage sale, made by the Amway Corporation- it was only a partial box, but it cleared my whole driveway. They may still make it, you might check. Good luck!How to remove old grease, oil, and paint spots from a cement driveway?
i bought a product specifically for that a an'; auto zone'; type store it worked really well i just applied it then hosed it down sorry i can't remember the exact name but check with those type stores for driveway cleaner. i had a bad transmission fluid leak and it removed it all.(along with some old spots of grease/oil too)
I dont really know but I would start with speedy-dry or something like it and leave it on there for a long time - if that gets up some of it and i think it will - then your other methods would have a chance to work as the oil etc will be closer to the surface.
Muratic acid will remove the stains from concrete. Just be very careful to follow the directions exactly as it is very potent stuff!

degreaser scrub it on then use a pressure washer
