Okay, if it's oil paint, then you need something that will remove oils. Only an oil will break down an oil, so try some baby oil first. If that doesn't work, you may need to try mineral spirits that you can get at a painting supply. (Go to the hardware store and ask, because I don't know what will damage the formica.)How to get dried oil paint overspray off of formica countertops!!?
lacquer thinner and a rag, or better yet pitch a fit to the painter who did it and request that he clean it up. the slob should've slowed down just a hair and covered the counter, it takes 2 minutes tops.

Stay away from paint thinner or mineral spirits...they won't do anything.





How long has the paint been there?





Less than 48 hours - paint drip remover products at the paint store do the trick quite nicely...there are those for latex and oil paint.





More than 48 hours - oil paint has already cured (all solvent has evaporated...resin has hardened) and this becomes more problematic.





Other posts suggest lacquer thinner. It can work but may be considered expensive to start with. I would try one of these cheap remover products I mentioned first (with a little elbow grease) before the lacquer thinner as it is a very strong solvent. Keep in mind that you may very well have to resort to stronger solvents. Make sure you double check whether or not whatever you use is going to tarnish any finish you have on countertops by applying and rubbing some in to a place not overly visible.





By the way....you should yell at your painter....very unprofessional to leave any paint on anything it wasn't supposed to be on.
