How to remove wallpaper with oil based paint on its surface. The steamer wont work on it!!!?

Basically the steamer machine wont steam through the paint which was painted on top of the plain wallpaper, so we can't remove it. any ideas?How to remove wallpaper with oil based paint on its surface. The steamer wont work on it!!!?
Here are a couple of links. One recommends using a wire brush or the Tiger scorer. The other recommends repairing and painting over it. It is a shame that people try to skimp on prep work. Obviously the paper should have been removed. You have a labor intensive job. I wasn't able to find anything specifically for oil based paint so not sure if these will be of any help. Have you tryed calling a wallpaper or paint store yet? Good Luck.

You need to just rip off the top layer to expose the paper so you can activate the glue. You don't need all that fancy stuff unless you want to waste money. I've done it before and worked fine. And plain warm water in a spray bottle works just fine. The problem with the other persons solution is there is a layer of paint on top. And I am sure you don't want to score the hell out of your sheetrock. But if you want extra work then go for it. The only drawback is that it may not fully penetrate through multiple layers of paint. At that point your only other option is a paint stripper and that will get messy.
Removing wallpaper is never easyily said and done, but I have a solution that will work without a hitch. Follow these steps and you won't have a problem, I promise.





1. Get yourself a scoring tool at your local home hardware store. They are fairly inexpensive (much less expensive than a steamer :) I like the PaperTiger scoring tool:

2. Run the scoring tool every which way all over the paper. The scoring tool will make small holes in the wallpaper. You don't have to press hard. The tool does the work easily.





3. Fill a spray bottle with BLUE car windshield washer liquid. Blue, not purple or any other color.





4. Spray the blue winshield washer liquid all over the scored wallpaper. Really soak the paper. Wait 10 minutes. Don't skip the waiting part or it won't work easily.





5. Spray the paper a second time. Wait 5 minutes. Again, don't skip the waiting time.





6. Easily scrape the paper off the wall. It will come off in huge strips. Whatever doesn't come off, you can spray again but you'll soon find your wall paper free, even if it is painted over.





I've told many people about this idea and it works. I have even had a professional wallpaperer write me to tell me that this is the BEST wallpaper removal trick he's come by and he's been removing and papering walls for 30 years!
