Yes, you can use paintthinner. But in most cases it is easier and less troublesome to just throw the brush away. If you are a painter and use your brush every day then just wrap it in a plastic bag overnight. You can use it right away next day. When before storing the brush you want to clean it, you use paintthinner. But careful. Wear surgical gloves. Your hands will otherwise get full of paint. When you throw the used paintthinner in the sink you will stain your sink. You should not throw it in the ground for environmental reasons. Therefore wrap it for short storage periods (you can also store the brush in a can with paintthinner or as I said simply wrap it in a plastic bag). If you use paint thinner, keep it in a well ventilated area or else you will get some brain damage and its not the good kind either. Otherwise, they make special oil solvents dependent on viscosity and all that that you can find in hardware stores and maybe even really big auto stores. They make some that are not smelly.
Turpentine is the best choice. It is also called turpenoid. They sell it at Michael's or any basic art supply store. Make sure to read specific instructions, some types shouldn't be put in sunlight.
